Last week, the agency announced the closure of a nearly $490-million loan to a subsidiary of Pattern Energy, a San Francisco-based renewable energy developer. The financing is earmarked for the construction and operation of two large-scale battery energy storage systems (BESS) totaling 220 megawatts, situated in the coastal municipalities of Arecibo and Santa Isabel. This move comes at a pivotal moment as the federal government undergoes a massive restructuring of its clean-energy portfolio, shifting focus away from solar and wind generation toward a philosophy of "energy dominance" that emphasizes baseload stability and fossil fuel integration.

The rebranding is more than cosmetic; it reflects a fundamental change in the criteria used to evaluate and approve multi-billion-dollar energy projects across the United States and its territories. Since Hurricanes Irma and Maria decimated the island’s centralized electricity infrastructure in 2017, the grid has remained in a state of precarious recovery. Residents frequently endure blackouts triggered by minor weather events or the mechanical failure of aging oil-fired power plants. Pattern’s battery systems are expected to provide essential backup electricity for more than 100,000 customers during these periods of instability.
From a technical standpoint, the 220 megawatts of storage will serve several critical functions. Beyond providing emergency power during outages, the batteries will assist in "frequency regulation" and "voltage support." In January 2025, during the final weeks of the Biden administration, the DOE issued a conditional commitment to Pattern Energy for a loan guarantee of the same value. However, that original proposal was markedly different. It included a 70-megawatt utility-scale solar photovoltaic project alongside three stand-alone batteries totaling 180 megawatts. The intent was to create a hybrid system that could generate clean energy and store it for nighttime use, aligning with Puerto Rico’s legislative mandate to reach 100% renewable energy by 2050.
Following the change in federal administration, the DOE initiated a comprehensive audit of all outstanding conditional commitments. This review resulted in the "restructuring, revising, or eliminating" of over $83 billion in federal financing. "Batteries seem to be generally uncontroversial on both sides of the aisle," Rúa-Jovet stated. He explained that batteries are "technology-neutral" tools. While they can store clean energy from wind and solar, they are equally effective at making gas-fired plants more efficient. By providing a "spinning reserve," batteries allow thermal plants to operate at a steady, efficient rate rather than constantly ramping up and down to meet fluctuating demand, which causes wear and tear and increases emissions.
Supporting Data: A Grid in Crisis
The urgency of these projects is underscored by recent data regarding Puerto Rico’s utility performance. In 2025, the average utility customer on the island experienced 36 hours of power interruptions that were not related to major storms. This represented a 19% increase in outages compared to 2024. To put this in perspective, the average resident on the U.S. mainland typically experiences only two hours of power loss per year.
This disparity has led to a grassroots "solar-plus-storage" boom. By the end of 2025, roughly 200,000 households and businesses in Puerto Rico had installed private rooftop solar and battery systems, totaling nearly 2,900 megawatt-hours of capacity. This decentralized network has become a lifeline for many, particularly the "medically vulnerable" who rely on refrigerated medication or electronic health devices.
However, the Trump administration has begun redirecting hundreds of millions of dollars in federal resiliency funding away from these small-scale, decentralized solar initiatives. The funds are instead being channeled toward shoring up centralized fossil-fuel plants and gas pipeline infrastructure. This pivot has drawn criticism from local activists who argue that decentralized solar is more resilient to hurricanes, which can easily topple the transmission lines required by large, centralized power plants.
Broader Implications and Future Outlook
The Pattern Energy project is part of a larger wave of utility-scale storage entering the Puerto Rican market. More than 1.2 gigawatts of such projects are currently in various stages of development. Notable among these is a 430-megawatt project spearheaded by Tesla and Genera PR (a subsidiary of New York-based New Fortress Energy). That project aims to install Tesla Megapack systems at six legacy power plant sites across the island, funded by $767 million from the Federal Emergency Management Agency (FEMA) and disaster recovery grants.
Cathy Kunkel, an energy consultant at IEEFA, points out that while the government emphasizes gas plants, storage can be deployed much faster. "Utility-scale storage can be installed on a much shorter timeframe," Kunkel noted, adding that these systems could still eventually support the integration of more renewables if policy shifts again in the future.
As Puerto Rico navigates these competing energy visions, the island is also facing a broader infrastructure collapse. In San Juan and other major cities, authorities have recently begun rationing water due to an intense drought and an aging, underfunded water system. The convergence of energy instability and water scarcity highlights the deep structural challenges facing the U.S. territory.
The finalization of the Pattern Energy loan suggests that while the "Green New Deal" era of federal energy policy has ended, the practical necessity of battery storage remains a cornerstone of the "Energy Dominance" era.
