This assumption, however, has been dramatically undermined by the region’s remarkable economic dynamism. This growth has been fueled by expanding industrial production, accelerating urbanization, rising incomes, and the proliferation of digital infrastructure, all of which have led to a surge in domestic electricity consumption.

The projected surplus that was to power the export market has been steadily absorbed by the burgeoning domestic demand. Instead of facing a surplus, the region now grapples with an annual energy deficit estimated to be between 10 and 15 billion kilowatt-hours (kWh). Projections indicate that electricity demand in Central Asia is expected to rise by another 40% by 2030. This trajectory suggests that these countries will need to significantly ramp up their domestic electricity generation capacity simply to meet their own internal needs, leaving little to no surplus for export.

The Nuclear Pivot: A New Energy Reality

This evaluation should meticulously detail the inaccuracies in demand forecasts, the miscalculations in economic assumptions, the extent to which political considerations may have superseded economic realities in investment decisions, and, crucially, the lessons learned from this experience.
